How important is double cleansing?

What is Double-Cleansing? 

For years, Koreans have preached about Double Cleansing, consisting of the two-step skin cleaning technique to target different layers of skin impurities; usually starting with an oil-based, then water-based cleanser. Its underlying concept is that oil breaks down oil-soluble impurities like makeup and sebum. The first cleanse, washes away your makeup, oil and sunscreen while the second penetrates deeper into your skin to remove any residual dirt, leaving your skin feeling clean and refreshed.
